the VPS Advisor probe network, not by WindowsVPSHost. We resolve
a provider's announced ASNs
to their announced prefixes, measure them from community-run workers in multiple regions,
and publish the trust-weighted consensus. The result describes public network reachability,
not a service-level guarantee.
